Unintended consequences: An attempt (probably well intentioned) to protect the health of some people, results in harm to others. Or is it just that? It looks to me as if either an iron triangle or an issue network produced a result which, while satisfying to the participants leaves a lot of people not just out in the cold but potentially in deep shit.
