Apparently, if you're a big star who happens to be governor of California the law doesn't apply to you. What is it that makes people who are entrusted for a time with the potestas populi believe that this has converted them into gods. Vox populi may be vox dei, but in the case of politicians it is all too often vox et prætera nihil.
